The player you wish to tutor needs to be a youth player. Then select the youth player->player interaction and at the bottom there are options for tutoring.
Well, from what I understand several things matter. It helps if they have similar (or compatible, at least) personalities. Also it helps if they're of a similar type, especially if the game says "is similar to XXX"
In my current Spurs game for example...
Tomas Pekhart had "is similar to Dimitar Berbatov" and they both had fairly similar personalities. So I had him learn from Berbsy and they both thought it was a great idea, and Pekhart learned all of Berbatov's PPM's within a month or two.
Apart from that, when a player has another one in his "favourite staff" list this helps, and when he thinks "X is a good player" or "pleased to play alongside X" he seems to be happier about being tutored. Works for me anway.
On the other hand, I don't exactly know what the results of tutoring are. Profiles don't seem to get any better or anything... but I'm still monitoring.

Yes exactly what I found. Giovanni Torre had similar type of player to Javier Portillo. When it was over Gio thought he had learned a lot from Portillo (he learnt 2 of Portillo's 4 PPM's)

Hummm...not sure about this. I bought Kompany for Milan and it said on his profile he was a similar player to nesta. So i had nesta tutoring him. After some months it happened that they had different personalities and now Nesta is unhappy because he doesn't like Kompany.
I just brought in Maniche and Steve Finnian, hoping that my youth players would pick up their PPMs, but apparently, whenever I go to click on a youth player who plays in a similar position, Maniche and Finnian don't appear as choices. In fact they never do. Now I have a bunch of geriatric old ballboys
