What type of partner is best for a Target Man in 4-4-2?

I'm currently 8 seasons into my quest to take Blyth Spartans into the Premiership
I'm on course for promotion into League One in my 8th season after finishing 8th in the previous season. My success has been built on a deep, counter attacking, direct 4-4-2 formation with a target man as one of the front two. My Target Man is a retrained right winger with 20 strength, 20 jumping and 20 heading. He is my best player and has a games to goal ratio of around 2.5:1 (it would be higher but he has 8 composure and 5 finishing ).
Does anyone lese play with a target man like this? I'm wondering what type of player you use alongside the target man. I've tried players that are very quick (18+ acceleration and pace), players that are strong in the air (15+ str, jum & head) and fox in the box types (15+ off the ball, finishing and composure) but just can't get anyone who is prolific.
Any ideas? My target man wins 95% of all headers and watching matches his flicks seem well placed but the support striker just doesn't seem to anticipate what he's doing. Hmmm, beter check anticipation...

His name is Karl Noon. He starts at Chester and is a former Liverpool youth player. He is an AM RC, it took just over a season to train him in as a striker. I signed him when I was in the Conference National.

I'm interested in trying out targetmen in tactics but I never really figured it out..am i to assume that you could make it work like that:
Tall/Short combo
The tall player needs jumping, heading, passing, strength and decisions. His mentality should be lower than the strikers. He should not have FWR, and RWB, but he should have Hold Up Ball. He should also have TTB and no crossing instructions.
For the striker....he should have pace, off the ball, finishing and composure as his base. He should be set on a higher mentality, and have FWR often, no TTB, RWB on mixed, and no crossing
Ball to head
Fast/Fast Targetmen
Targetman should have pace, OTB, passing, crossing, dribbling as his base, he should have FWR on often, RWB on often, Cross ball from byeline, no ttb?
Run onto ball
Striker should have heading/jumping, finishing, composure.
What do you guys think? I'm trying to perfect my 3 man attacking formation and I was thinking of having 2 targetmen...the thing is the options do not say TARGETMAN, it says TARGETMEN, so i have been working under the assumption that now you give the engine 2 choices, and it will choose the better option, depending on what it can do with the ball. So if it couldn't find the fast targetman, it would cross the ball to the strongman.
Ideas??

In the Tall/Short(fast) combination I haven't had much success with the target striker with "Hold Ball" on as they rarely send headed flick-ons to their short, speedy partner. Instead, if you set TTB to often you'll get the flick-ons, but when they have the ball to their feet they'll end up holding the ball as well, waiting send the ball thru as the partner makes a forward run.
