I realise when it's negative at the start of the game it could be set to anything... but...

Is it absolutely set in stone and will never go higher than the players maximum potential? Or are there certain events that can push it a little bit higher?

Don't know, but would love to know myself.

Surely sometimes it must go beyond what its set.

With the exception of random Potential Abilities (e.g. -10), all PAs are "set in stone". It's Current Abilities that fluctuate.

Once it's been set a player can't exceed his potential, though I think his attributes can still increase (or decrease) once he's reached it.
