I think I'm correct in saying that I can't create a new league from scratch, right?

So, which is the best league to customize? I want a self-contained competition, one where I can customize a certain number of teams and not have 'real' teams gaining promotion to my league after a couple of seasons (for example, if I change the standard English Premiership teams to 20 teams of my own that's great for the first season, but then a Norwich or a Palace will be promoted in the second season, ruining things).

In previous incarnations of FM/CM I've customized the Scottish League by creating the 40+ teams needed to take the place of the real ones, as there's no promotion/relegation from Scottish League Three. But I'd ideally like to tinker with a smaller league - about 16-24 teams over one or two divisions - that is self-contained like the Scottish one.

Anyone have any suggestions what league I can use? Or, even better, a way to use the Premiership or Serie A and be able to prevent promotion and relegation?

You are correct in thinking that you can't start a new league from scratch.

As for the promotion/relegation issue, that can't be changed either as they are the rules which are hard coded.
