If you have a 2nd team, all you should do is provide them with some quality players. And they should get up.

Or you can do it directly in the editor. Just select Competition, search for Norwegian first division, select teams. Select a team,then in the bottom left corner, the Icon "Swap" shows, hit it, and you can select whatever norwegian team to switch it with.

Fm2005 didnt like B-teams bing promoted. I played a game in Spain and my B-team got promoted to the Primera Liga and the game crashed (wouldnt generate any league fixtures for the new season).
I presume 06 is the same.
