this might be just in my game (im using the controversial 'huge' database )

but ive found a tiny scottish club which has a dozen or so 13 and 14 year olds.. who look fairly promising... ive put in bids for them all

thought id share in case your youth team needs a change of personel

check out the team standard life to see if you've got the players too
