ive only got one problem though he cant play because of a work permit

when signing a player and they can't get a work permit how do they still come to your team eg nicolas millan should i appeal or accept

You need a belgian or romanian feeder club and send them to the club to get a work permit which will take about 3 year.

but when i make an offer to buy him he accepts my contract offer, but when I have to appeal or accept the decision what should i do appeal or accept.

Appeal, and when (if) that gets turned down you can still sign him as long as you have a feeder club for WP problems.
