Might seem obvious but just started a new game with tottenham, set managerial history/experience (cant remember the exact name for it) to amatuer.
Choices of
Sunday league player
Amatuer
Pro
International etc...
Started a new game and tried to get Pako as my as manager but he didnt want to come, had a tough time trying to get other staff and players so i started again and made sure i had past international exp. ad tried again and they all accepted my offers.
I didnt notice this before so it might be worth a lok yourself if you have trouble getting staff/players at the start of the game

It sets your manager reputation at the start of the game. Selecting the international option means you start with continental reputation as a manager, selecting amateur starts as obscure reputation (I think without checking).
Also starting with continental reputation makes it easier to become a players favoured personnel
