Well besides using tools like Genie Scout etc, the main way is to scout really.
What I usually do is when I get my transfer budget for the season and when the new youth intake is announced I go around to every club in the premier league and check their U18's for regens too. Just click on them and select "approach to sign". Your assistant manager will tell you at the bottom whether he things the player will be a "decent" signing, "good" signing etc. Whenever its good and above, I offer the kid a contract straight away. Make sure its a good one though. For eg, if he's only willing to discuss terms when you offer him "hot prospect" terms, then offer him a contract as "backup" and about 50-100 pounds more than he wants. And if he asks for "backup" then offer him "rotation". You can always change the status once he arrives at the club. This I do to make sure that they dont decide to sign a new contract with the club they are at. Its a long & tedious process I know, but I've found plenty of regens doing this.
This is only for England though. I dont know when the regens appear in other countries sadly so never know when to check (and never bothered frankly!). I usually send my scouts to different countries to look some talent up. But if you could be bothered, you can repeat the above procedure with other countries as well. Just keep checking when their season starts. The regens should be there then. Good luck. :thup:
