This is a classic problem that people have. If you watched a full match (even on very fast), you'd see what happens, but perhaps not understand what to do to fix it.
What is happening (proof if you watch the full match) is that Derby will have high time wasting set and will just keep passing the ball around at the back. In some cases, a team can have as much as 80% possession even against a team like Liverpool. They have little chance of scoring, but then so do you - and that's why the AI plays the game like this.
So, a few things you can do to overcome this:
1. How high is your defensive line? If they have too much space in front of you, they can pass the ball around all day and you'll never get possession. So, make sure you set it high (not too high that they get a fast striker and sucker punch you, but certainly as much as 4 or 5 notches from the right). This will reduce the amount of space they have to pass the ball and are likely to lose the ball to you more often.
2. Have your players close them down more than usual. If you have 3 or more midfielders set to close down (at normal or higher), it should be more than enough to get you more possession.
Now that you are getting more possession (which you will not get), you have to use it better. In these games, your creative and flair players are so important. Give them the option of free roles ad increase their creative freedom slightly.
It's a game of statistics and probability. If you can increase your possession, you will have the chance to increase your GOOD shots at goal or to win corners. If you have enough of these - even against a well drilled defence - you will score eventually. There will still be games you don't score in because this is not a magic trick, but these games will be few and far between.
