Last year's record was 96% with Lancaster IIRC.

Problem is that scots get poached and retire, taking knowledge with them. Also, since the board will only let you have so many scouts it's very hard to achieve over 90% coverage. Feeder Clubs can help, however.

Well, essentially, your feeder clubs knowledge becomes your knowledge. There are many scouts with multi-national knowledge too before you send them out to learn more.
