Managing Basel in the Swiss league now I want to pick up all good regen players in Switzerland after the first season.
I therefore search after all players aged 16 and younger and send my scout to watch them.

That's 275 players so now I'm going to get lots of scout reports. So what about an option where I can choose to not get reports about players under a certain quality level, and saving me from reading 275 reports if I don't want to?

Just look at the star rating instead? You don't need to read the reports. Sort the table by highest star rating. Ignore the lower ones. Simple.

Or why not just let your scouts scout Switzerland naturally?

You've sort of forced this on yourself with your behavior pattern:

If I tell my scout to watch a player, I expect him to respond, even if its to tell me "He's utter pants".

If you simply detailed 2 scouts to scout Nation | Switzerland, they would do that filtering you're asking for automatically - they only tell you about players they think are "good", though if you look at the scouted players list you will spy many a player that they did not inform you about.

Not needed: if you don't want 275 reports, don't explicitly scout 275 players!

Or, if you do feel that that's what you need to do, ignore them - you can multi-select and mark them all "read", then get to the scout reports in other ways - through the scouted players list, as SWaRFeGa suggested, or through the player-search screen.
