Nope. This is impossible.
They are hardcoded.

i think SI should look at this as in FIFA Manager you have the ability to make your own leagues. so i hope that will be able in future.

Wow!!! FIFA Manager you say? Well that's it then, it MUST be in the next FM! 
You're not the only person who wants to see this feature in the game but I don't think it'll happen soon.

I seem to remember on an early version of Total Club Manager (I had to prove to myself once and for all that CM was the best management game out there) you had to impress the supporters by getting a girlfriend!?
What an inspired idea, forget leaue position or finances, the modern game is all about having a trophy wife. Sven's had Nancy, Ulrika, and Faria in the last couple of years, and that was the only reason we beat Argentina on Saturday (what a game!).

the girlfriend thing was absurd, but the way leagues could be added was rather brilliant must give that to TCM.
Still gameplay is much better in FM
