It's a helpful application that lets you choose which clubs/leagues/nations players to add to a 'retain players' ddt file. Then when you start a new game with said ddt file, the players from the selected club/league/nation get retained in the database for the new game.
This sort of customisation can be really handy - I used to run a medium database with a ddt file that retained all the players from clubs likely to feature in European competition - that way, I never had to face a team full of greyed-out players in the UEFA Cup or Champions League again!
It can also be used to retain all the players from a specific nation should you wish to manage that nation in the game (n.b. a nation has to have a certain minimum number of players before it can be managed)

All sounds really interesting. But why the hell wasn't this part of the game setup in the first place. Sounds like a lot of hassle to me. Maybe they should make the game properly in the first place. Then there would be no need for all this bullsh*t - patches etc...

Will the DDT generator be incorporating an EDT generator as well? It seems like the natural progression of things!
