What I do not like about the instructions on the left is that the FC has everything set to rarely except FWR. You probably know why sou set him like this but O do not get it. The guy is supposed to move around to get open space and receive the pass... and then? He cant shoot from distance, he cant run with ball... All he can do is pass short passes.
Of course, the player will not follow the instructions 100% of the time but under these settings he will look for pass first, unless he gets a great through ball in the penalty 1-on-1 against the keeper.
The settings on the right are kind of suitable for a targetman.
I guess you should allow both Saha and Rooney to roam around (FWR and creative Freedom to high) and set everything else to normal. They do not need to pass such short passes... You can even set them to switch places from time to time if you see they are man-marked. And then you should set the team to play in such a way that they will receive more passes on the run: more though balls from the midfield, higher tempo, and higher CF. Not too many crosses.
Also I would benefit from Rooney's aggressiveness and work rate and would put the team to close down. He can easily close down up to 17-19 notches and he is capable to win some balls up front.
Another thing is the team settings. They are pretty much what I would play (which does not make them right

) except one thing I do not get why you play high time wasting. It's ok if you are away to Chelsea or Arsenal but otherwise you should set this to no more than 5-6 at home and 10-12 away...
And another thing... I just noticed you set your striker to flick near post and that is where the corners are hit. If you do not score from corners often, you might want to set the corners in a manner that Vidic and Ferdinand are on the receiving end.
