Yeah if your Rangers or Celtic you must, i repeat MUST, sign all the good players from the other SPL teams so you don't have any competition to play against!

West Ham can only sign players from Accident and Emergency wards.
Kevin Keegan can only sign players from Trumpton

as far as I am aware, they are the only club that do this. It isn't a "Must", either. Its a combination of tradition, and fan appreciation that keeps the club signing the players. IIRC, they get players from 6 or 7 of the Basque provinces
