They're not completely random though, they're decided based on the players current and potential ability.

A player with low CA/PA will get low randomized values, and vice versa.

You do get players with zero PA and CA and sometimes these can turn into class players. Part of the fun of the game for me is trying to scout for these players. I have one in my current QPR game who is absolute rubbish in other games.

this happened only in high teams with high reputation...

just like the coaches in the big clubs...
