No. He actually has 224mb of RAM. Another 32mb is being used as onboard graphics card which utilises your existing RAM for its own. It looks like you got a budget system which relied on having a decent CPU as a selling point. Was it £200-£300? If more, then you were robbed.
You'll likely need to buy about another 512mb of RAM (one stick of it taking it to 768 (736 after Graphics RAM)) to be on the safe side.
