The game memory is harder to modify than older versions. The structure has changed significantly both in terms of size but also in complexity.
When CM4 was out, there wasn't 7 or 8 editors really. MCM4 was basically the only one out.

It's slightly outdated and the latest post in that thread links to an old version of FMM.
A mod will need to edit it (I'll try and update it sometime and send a copy of it to a mod (or Matt to pass it on) so that they can update it).

I can't see anyone making a save game editor any time soon.
Real time editors are the future.
