i think its a program that creates programs or assists in making them? not 100% tho someone like dan or one of the people who make programs would need to clarify

C++ is a programming language, used to create programs. It is not a program itself anymore than the English language is a book

its a programming language which is involved with Visual Studio. which is an application with Visual Basic, C++, java etc...
