Simply, the .net framework allows you to use programs which are small and yet, extremely flexible in what they can do because most of the code for what they do is already on computers with the framework installed.

Chances are, you already have it. Windows Update forces it upon you now so the availability of it is pretty wide. In the coming years, you will see a lot more programs using it. I should also note that MCFM (and the coming MCFM06) is written for the .net framework, so there's some extra incentive to get it right away!
My progam or the framework?!
The framework is not dangerous, no. Some people might say that, because it's a Microsoft product, it should be avoided like the plague. Those people generally program on Macs and Linux platforms, think all things Microsoft are crap because of some form of prejudice, don't know anything much about it or are just jealous that they haven't learnt how to use it yet!

At the end of the day, it's not dangerous really. All it does is provide code on the users computer so that the size of the executables can be smaller (obviously there are more reasons than this but most just see this as being a good enough reason).
