Q1: What does "Command Of Area" and "Rushing Out" mean?
Q2: Why goalkeeper need to train ball control as in the default schedule?

As we see in the quote, the tactics training can improve a goalkeeper's command of area, which also described as tendency but not ability. That means the more a goalkeeper training in tactics the more he liking to come for crosses. Does that make sense?
Should "command of area" means how good a goalkeeper at coming for crosses?
Neither goalkeeping training nor tactics training covers "rushing out". Does that mean a goalkeeper can't improve his ability of cleaning the killer balls by training? Or "rushing out" is a tendency attribute but not a ability attribute?
