If I was to recreate Wenger's Arsenal tactics on FM 07 what would I have to do?

Mentality: Attacking
Creative Freedom: Much
Passing Style: Short
Tempo: Slow
Closing down: Mixed (More on the rarely side)
Time Wasting: Rarely
Defensive Line: Normal-Push Up
Focus passing: Mixed

You also do need the players to make this tactic work. If your managing a lower league side don't even both using it.

To use it you would want players with good:

First Touch
Passing
Technique
Composure
Decisions
Off The Ball
Positioning
Teamwork

I agree that it should be a fairly high tempo. Also make sure you set players mentality and creative freedom INDIVIDUALLY. You don't want your centre backs and defensive minded midfielders running all over the place!
You really need at least two tactics, one fast uptempo and the other slow. Arsenal goes fast-fast-slow-slow. But always have counter attack on. Passing should be short for just about everyone, but make sure most of your players are on mixed or higher "through balls." You may want to set Henry as target man, set to run onto ball.

I think they have a sort of slow-slow-quick thing going on.

What I mean by that is they will knock the ball about quite a bit in the midfield area until they sense a good opening, and then bang, they just speed he game up, this is how they catch a lot of teams out.

For what it's worth I created a tactic for Arsenal.

Slow Tempo

Short Passing

Front Players had a lot of CF

The defensive line is set to the first notch of deep, this is how Arsenal suck teams onto them to break on them.

Counter Ataack is on for Away games, tried it at home also, but found that it didnt work.

No player is set to cross the ball often, as you very raley see Arsenal sling balls into the box, but all my midfielders, both full backs and Henry are set to through balls often.

Thanks for the help guys, about the lower league players, surely you could still use the same principles, but you don't need 15+ stats to succeed in league 2, so if you just build up a group of players that are good for your division job done surely.

Davehansons tactic should play more like modern Barca.
Also, I don't really think Arsenal have an attacking mentality in the context of the game. I'm not a tactics expert, but I had to put team mentality on the defensive side to resemble the way Arsenal plays in real life (mixed focus on possession and fast attacking). Even with the team mentality at 5 or 6, they'll still dominate games and create lots of chances. If they look comfortable in possession, but don't take enough risks, you can still put it up a little during the game. (You should set some of the individual mentalities higher, of course.)

Tempo should be average or above, but no more than two touches to the right of the middle (else you'll get typical mid-table premiership football). I also don't think their passing is that short, if you compare it with other creative powerhouses like Barca or Werder Bremen. They do take a risk sometimes, they just pull it off more often than the typical English team because of overwhelming player quality.

Other things that worked: Let the faster creative players (wingers especially, Rosicky has been fantastic on the left wing at times, ditto Hleb on the right side) run with ball and put wing backs on forward runs.
Don't cross often. Henry as a striker with defensive mentality and Rosicky as left winger are nice candidates for a free role, but one of them is enough.

Through balls for the midfield are a must, obviously. Defend deep, but not too deep (mixed results with counter attack, which lets them play even deeper). Closing down should be flexible. The more you dominate, the more you can afford to stand back a little.

BTW, I had a breakthrough (10 shutout wins in a row) after a slow start when I put tactics training on extensive (all the way to the right), could be a coincidence though. While I had some great games, I still have some problems to get Fabregas and - to a lower extent - Henry to "work", i.e. resemble their RL counterparts.
