Is it possible to play a passing game in the lower leagues?
While I guess everyone starts at a new club with a vision of the team ultimately playing fantastic one touch football, is this actually realistic at the grass roots level of the game. When I say thatI'm talking Conference South level and similar.
Is the only way forward a good hoof up the pitch?

I've been able to increase possession up to 5-10% by putting the tempo on first notch of slow, so yes, it is possible. But I produced extremely few chances, and with poor strikers that can't score when they're alone with the keeper, it didn't seem to help with the score count.

Yes it is possible, but as mentioned by zkreso your strikers may not be good enought to score.
I'm in charge of Cambridge in the start of my fourth season. Got them promoted after two seasons, and in my third season I managed to sign some very good young premiership players (well good for the lower leagues). And for the second half of last season my team were playing some beautiful football, but I just was not getting the results.
Draws, or often a game I would totally dominate I would end up loosing 1-0.
But at times it would click and i had a 7-0 and a 6-1 win, all class goals.
At the start of my 4th season, after signing 3 top strikers from premiership clubs (1 on loan) I have lost 4 games on the trot. :-(

You need to get some great passers. I took Harrogate and played a long ball game. After most of the 2nd season, my team close to promotion, and i tried a short passing game. AT first it didnt work out, but after that when you see the effects of your tatics, the game is wonderful to watch.
You need great passer of the ball, and quick fast players. Of course fowards that can finish odd chances. Try buy them on free transfers. Oh ya set tempo to FAST too. I also tried to call players to swap positions with one another ( CF with winger with AM). Confuse the markers and your passes will work better.

Playing a passing game with slow tempo will mean that you need your strikers to take the few chances they get. Also remember the state of the pitches lower down in the league there not the greatest so you might struggle with a short passing game.
