Don't see why not. Central Europe would cover France, Belgium, Switzerland, Germany, Italy, Luxembourg, Austria, Spain, Portugal, and maybe a couple of others I've forgotten. From what I can remember you can tour most of those while you're managing in Belgium, so no problem.

Anyway, when I was in Croatia I was able to tour Yugoslavia, Bulgaria and lots of countries down there so I assumed that I could scout Eastern European without checking that all countries were tourable. I cannae remember but I could probably have done Southern Europe as well....
While there is a scouting thread I shall pop my own little hypothetical question in here as well...
Say, for example, I was managing deep in Eastern Russia and I was only allowed to tour Poland, Bulgaria etc. (ie Eastern Europe). Would it not make more sense for a club situated there to scout Asia, even though you cannot tour there, which is much closer rather than (or as well as) Europe which is thousands of miles away??
I dont quite know where else this would apply (NE Finland with regards to Russia, W Spain and Portugal??)
The point about Eastern Russia is a good one. Hopefully the latitude/longitude stat will be in for CM4, so you can scout near to you depending on finances.
