Maybe for you conference regulars with the scout where you can tour rule it won't make any difference but for somebody who likes to manage polish teams it will , instead of having of 8 poles and 3 foreigners you will now be able to have players from 24 countries by 2004 if CM are on the ball.
Anyway even Italian lower league sides who will surely now be allowed to tour solvenia will have more options.
And even if german regional league sides aren't allowed to tour poland I would do it, They are neighbours and a polish striker who started his career in the lower echelon's of the german league played for them in the world cup final.
Well, "Scout where you can tour" is a guideline, not a rule, as many have pointed out. Poland being the neighboring country, it would actually be cheaper to go there than to England for a scout. So if the game doesn't let a regional team tour Poland, I'd chalk that up to a quirk and probably personally make an exception here (especially if I had a team from the eastern half of Germany).
Obviously expanding EU's boundaries is going to mean revisting the value of this as a guideline even however.

I know it's realistic, but I think that being able to choose from all of Europe makes the game less interesting. SWYCT goes some way to counteract the issue, but it's still easier to find the "right" player for your team than when you are allowed two foreigners in a lower league Brazilian side, for instance.
I would like to see more pressure from the club and the fans to choose and play players from that country, as well as making it less likely that players would move abroad in most circumstances. That way it would not matter if I sent my Leigh RMI scout to Sweden. He could find all the talent he wants but I would never be able to sign them. And if I did find a 25 y.o. part-time player who comes in and takes the place of a local lad, there might be some rumblings of discontent (TBH I'm not sure if this ever actually happens, but it seems like it would).
It would also help if there were some indication of where players are likely to move to. So Welsh players may be more willing to move elsewhere in the British Isles than to an equivalent side in Spain, for instance. Needless to say, when you get to a certain level it no longer matters - anyone would be happy to move to Real Madrid - but even at the top level it might be easier to sign a Welshman for Everton than for Betis.
Basically I would like to see the game put pressure on the manager to maintain some realistic national balance. If this is done then the EU expansion would be less of an issue in the game.
About scouting your home country, it really depends on what you see your connections to be. If I'm a new Australian manager in Brazil it may not make sense to have contacts back home. But I could have football-mad friends who keep me updated on the hot players unofficially, so I can also see an argument for it. Once again, it would not be an issue if it were not so easy to convince players to move countries.
Why? That's simply not realistic. The fact of the matter is that the EU has changed footy. The good old days of all national sides are gone. It's not even accurate to call EU Nationals foreigners anymore. Even a good Yank like myself knows that. Thank Maastricht.
