I wouldn't say they could really - it's the club who the player will join, not the manager?

It could be that the board cancels the deal. A new manager likes to bring in his favourite players. To make sure they don't buy a player that doesn't fit in the new managers plans(wasted money), they could cancel the deal. They and not the manager. So it's more than sneaky, it's unethical, but a very clever cheat
It's the start of a slippery slope to releasing your best players on frees just before you leave, so you can pick them up again for nothing at your new club.
This, again is somehting a manager may, technically, be able to do, but i don't think you would really find it happening IRL.
I always let my transfers to the old club go through. Then when I get where I'm going, I shortlist the players on the old club I want as "my players." Then I start putting in the bids on them or waiting for them to be listed/Bosmaned/FTed.
I think that 'is' what RL managers do, because you do see a lot of managers with their favorite players who've moved with the boss from club to club. They like him, or his system, or both, and want to be part of it, wherever it is.
So I think the RIGHT way to do this is to buy them off your team when you reach your destination. If they won't sell, wait 6 months and buy them then.
Strictly speaking, it's not cheating, if both parties agree then the contract (pre-contract agreement in this case) can be cancelled.
However, very much like people are saying, I agree with the opinion that is very much against what a lower league manager (or in fact the vast majority of managers full stop) would do.
Though I have often signed players from my old club, money permitting!
