SWYCT is a guideline not a rule. It means, that you can make your game a little bit more interesting and difficult if you only send your scouts to countries where you could arrange tours (in the menu where you can also arrange friendlies). So for example if you are playing in the English Conference, the tour screen would say, that you can only arrange tours in the rest of the UK. Hence when using the SWYCT guideline you wouldn't send your scouts to anywhere but the UK countries only.
