T our. It's a general rule of thumb/guideline that says a LLaMa can send scouts where the game will allow your Team to Tour.
Like in the English Conference and Divs 3&2 you can Tour Scotland, Ireland, Ulster and Wales, so that's where you can scout.

Its one of the more looser rules in LLM though and highly contentious
IMO as its unrealistic that EVERY lower league club has only ever scouted in the British Isles (or other local region).
