If it's a .exe, than anywhere.
Double-click to run. Click on Setup or Extract Files or something. Then let it do its' business.

If it's a .rar file, you'll need to download WinRAR (http://www.rarlabs.com) to extract it first.

You can check it's been applied correctly by opening FM and then going to Options > Game Status.
It will say the version number there somewhere.

Note: In addition to my first post, you can save a RAR file anywhere, and extract the .exe file to anywhere too.

It should automatically save to your desktop, or download folder in "My Documents"
