Well I understand that 200 is better than say 100, but whats the deal with -10 potential ability?
What is best? minus numbers or 200?

minus numbers generate a random number, i believe -10 generates a PA of between 170 and 200. -9 is 150 to 180. -8 130 and 160 etc etc etc.

It's just to keep you on your toes. A player you buy in one game might have 195 and be awesome, in the next game he might have 171 and just be pretty darn good. Big difference!

found an exact list from an article about fm05 when the pa was changed to -1 to -10.

-10 = 170-200
-9 = 150-180
-8 = 130-160
-7 = 110-140
-6 = 90-120
-5 = 70-100
-4 = 50-80
-3 = 30-60
-2 = 10-40
-1 = 0-20

The way the game codes the PA is by giving each player a PA in the range between -1 and -10. For example a -10 PA is any number between 170 and 200, -9 is between 150 and 180 etc. In each game, the PA is set randomly in the range so it can be different each time you start a new game. When you look at PA in any of the editors, you will get the numerical system but the game uses the negative code syatem.
