well, to get a WP the player has to have a certain number of intl caps i think 20) or be a top notch player (reputation not skill).

my advise to you is to use your scout reports as they usually indicate possible WP problems in advance.

p.s : you can always stick to europeans

In the game, if you are playing with a reasonable team, you should be able to get a W/P for a player who has a potential ability of -9 or -10 i.e 170 or above.
