I think the problem may lie in the fact that Spurs are a pile of w**k. The board must clearly realise this and decide that nobody decent wants to join and therefore they limit the wage budget. Reputation does seem to go long way when the wage budget is decided. If the club has a low reputation (Spurs

) then the wage budget will be set low. If the club has a high reputation (Man U) then the club will give an increased wage budget. I have found this by first playing as Fulham and then Man U. I made sure both teams had basically over a billion and then let them play it out. I even got Fulham winning the title and the cup and the wage budget was £75,000 max at the end of S1. Man U on the other hand keeps going up season after season. After S3 it was £210,000.

t was increased without asking the board as they generally just say "board think...sufficient...calibre to succeed...blah...blah...blah."
Newcastle 2-6 Man U. Ahh!!! To be in Newcastle's dressing room after that game. I'm sure that more than a shoe was kicked around the room!!!
P.s. I love Man U and hate Spurs!!!
