In the pre-game editor, when you change attributes, is that how the stats will be at the start of the game or when he reaches his potantial ability.

eg, I created a 16 year old and gave him finishing 20 with a c.a. of 90 and a p.a. of 190. Will he have finishing 20 at the start or when he reaches c.a. 190?

Its the attributes they have when you start the game, although the game changes them slightly to be more realistic and balanced for the players CA. He'll most likely come out with lower finishing, but it should get higher as you play the game.
