I've had an addiction to the tall man, short man strikeforce ever since FM3, and i'm trying to break away from it. The problem is the FM system is so geared towards having one tall pointman to receive the lobs and corners. Obviously i've tried using short passes but there's no significant difference.
What i'm using now is the 4312 with sarrows on the strikers, giving the AMC space to move forward, which is effective, but i'd like to start a discussion on alternative tactics that make use of forwards without good jumping(i.e 14 and under)
You can be very successful with two pacey strikers. Just play wide, fast tempo football and you will find your fast players will strech defenses with balls into channels or over the top.
To be honest I have to agree with the original poster, it's extremely difficult.
Almost no matter what I do I get the long hoofs from defensive players constantly. Although my strikers get goals, and a good few of them, I lose and draw a lot of games through simply giving the opposition to ball far too often.
My SC and AML/AMR have to challenge for 10-12 headers a game, and generally win fewer than 2 or 3 headers.
I personally am a huge fan of the tall man system, but fast me like Villa, Torres, and Eto'o are awesome. I've found the best way to use fast strikers is to make all of your players use through balls instead of crosses and set the target man setting to "run onto ball", but that typically only works when playing with one striker.

My striker is 6' 2", 16 jumping, 15 pace in the lower leagues. All hail him.
I would never buy a short, slow striker to be honest. I would play such a player in behind as an AM. Much better to have a fast and/or tall player than a short, slow one in my opinion, regardless of how technically gifted the guy is.
But that's just me. I'm sure if you played a good enough passing game you'd get good results.
I love players with 19+ in jumping like Foti, tare or Koller...I don't think you know how much they can turn a game if they win every header vs their defenders...
And because of that every player on every position needs to have >13 in jumping or they wont be able to play for my team...except speedy forwards
