Same here - though I had (from memory) 7 coaches and was only allowed 3. Once I fired a coach, I was able to hire the new coach I wanted. I was also recommended 1 physio (despite the team already having 3), and 1 scout (employed 2).
I think Board recommendations should be viewed as just that - recommendations. As long as you are not being completely excessive, then one has nothing to worry about (and the board will clearly signal when they think you are going too far).
Perhaps not following the board's recommendations may cause trouble if you are in danger of being fired, but it stands to reason that as long as you are delivering results and the finances are in order, the board isn't going to worry about whether you have 10 or 12 coaches.
