Its quite normal for scouts to follow players to the ends of the earth once you ask for a specific player to be scouted. Its perhaps not realistic but how else can you get a decent look at them? And they might always spot some other decent players in those games

If you had asked for some player to be scouted, he may have gone to the match to watch him and spotted the other guy by chance. My scouts seem to do this quite a lot recently.

If there was nobody you activly wanted scouted (ie with the little SCT tab next to them), then i guess that's just one motivated scout you've got there.
