I had a couple of knockbacks once for stadium upgrades due to local opposition but it eventually went ahead. Maybe you just need another few trophies to win the locals over?
Every side has a maximum due to local constraints IRL or due to the size of the community and it's surrounding area's population. If they won't increase no matter what you do, I say it's time to move.

Yeah but it's a classic 'catch 22' especially in a tough league like Italy:
You need a larger stadium to generate more revenue to improve your team, but you've got to try and improve your team with no money to get the stadium increased...
There are quite a few clubs who's ground capacity seemingly won't go past a certain limit (virtually always it says local council oppose).
However, as I've found out with Billericay, this CAN be overcome. With Billericay it happened when we promoted to the Premier League.
If you build you team into a club that grows a great deal in size then there is a good chance that capacity could be increased. However, there will be upper limits, such as space available, number of possible supporters etc.

Pfffttt - luxury. Patraikos start the game with a capacity of 3500. After 3 seasons in the Greek premier division, the board kindly allowed the stadium to be expanded to 4500 - and that was only after qualifying for the UEFA Cup, and not spending anything on transfers for two years tight gits
