Default Transfer rules question
Which leagues can I just buy people no matter what country they are from? I looked under "Rules" for the league, but it doesn't mention Serie A's rule about only signing one non-EU player per year or Englands work permit thing or basically anything that would be relevant for what I'm trying to do (which is make a club with only players from really tiny countries). So does anyone know from experience what leagues would be good for this?

Portugal and Holland I think.

Although Belgium never has work permits so maybe Anderlecht or Club Brugge.

Portugal can buy brazilian u18's too
Germany,holland have no player restrictions
