Yes I have, but you must be in charge of a club with a decent reputation to make a kid come to you. For example I never got Lauri Dalla Valle's name on a contract when trying to sign him for any conference north club but got him signed for a German 2nd division professional club with national reputation.

I can't even buy under 17's with Man Utd. Even if i offer them their youth contract, and even if i give them a full time beast at 10k a week, they still "sign a new contract" with their original team.

I'm Bayern so I don't think club rep should be a problem.
Maybe it has to do with the player not wanting to leave home? I will try it specifically with a young player from nearby to see what happens.
The way the whole thing unfolds seems kind of weird. The team agrees, and the player looks like he will agree, and then last minute it says he signed a new deal with his current team.
It should either say he has decided to stay with his team (because he didn't sign a new deal it is the same as it was before I offered) or maybe it is a bug.
Whatever the case looks like I will be terrible in the u-18 department for years to come

It's probably intentional that it is difficult. That said, it's still too hard.
No matter what a player's reticence to leave home, they're not going to turn down another club in the same city that's offering 10,000 more per week. Just wouldn't happen.
Still, not a big deal. Tough thing to model accurately.

I've just encountered exactly the same problem, I'm in my fourth season 2010/11 and i've been trying to sign this german kid but even when I offer him loads the next message I get is that he is happy to have signed a new contracst with his club. The youngest player i managed to BUY was a seventeen year old from italy

Haven't tried in FM08 but in FM07 you had to offer the player a full time contract for him to sign, the youths tend to be unwilling to move so you may have to pay them relatively high wages.

This works on '08 too. Offering a large contract usually sways the player. Make sure you change it to full time
