Yeah, I know about the Conference too but I'm having problems proving it.
I've emailed John Nagle at the Football League and asked him to clarify a few things, but haven't had a reply yet. I'm wondering if this was the same source that Si quoted earlier.

I sent the following email to John Nagle at the Football League ad received the following reply.

I'm interested in finding out some more information on the Leage 2 salary cap, and I seem to be getting a lot of conflicting reports in the media, as to what it actually entails and also who it affects.
Some reports seems to state that it is only League 2 that is affected, and others state that League 1 clubs were added to the agreement a year later.
It also appears that the agreement is itself volountary, and I was wondering are all the clubs in the relevant leagues adhering to this, and are there any systems in place to monitor the situation.

Salary Cost Management Protocol limits a club's spending on player salaries to 60% of turnover and on all staff to 75% of turnover. Salary costs included are: salary + bonuses + benefits. Budgetary information iss supplied to The League at the beginning of the season with clubs given the opportunity to revise their forecasts at the midway point.
All League 2 clubs operate this protocol and the clubs have introduced a controlling mechanism that prevents clubs from signing new players unless they can demonstrate that they are staying within the 60% limit.
Clubs in League 1 are able to 'opt-in', whilst Championship clubs have yet to pilot the scheme.

That was first thing I saw.
As for the relegation episode, wouldn't the parachute payments recieved from getting relegated be enough to keep your best players on high wages for a season or two?
And this would greatly add to the difficulty of dafuge's challenge I feel.
