I am trying to create a face pack for Universitatea Craiova team, romanian second division curently, but event though everything seems fine it doesn't work!
I created the xml file and double checked the players uniq id's. The pictures I used are aparently just like the one's put in by sigames(Milan for example): 90x90pixels, layer0, png format.
What could be wong?

Go into the preferences menu and untick "skin cache".
Then close your game, go to the directory where your game is installed, Football Manager 2006/data/cache and delete all the items in the cache folder.
This worked for me, hope it works for you.
