As long as your PC has enough RAM to load the editor it should be fairly straight forward once you get in there.
You need to elaborate. What exactly is the problem you're having ?

I'm guessing that Babelfish is chewing up his question and he actually wishes to know where the nearest pub is.

Open the editor, load up your server_db file.
Edit what you want.
Save.
Start a new game.
Enjoy (or not if you're crap).
