Wondekid, with wonderful attributes... But there's something nagging...
Check him out:
His dribbling, crossing, passing, pace, anticipation, composure and flair warrant for a future world beating winger. There is, however one that's bugging me - his technique. How can a a player have near-perfect dribbling/crossing/passing ratings, but only a 9 for technique?
Surely a such a woeful technical rating would interfere with his ability to run with and cross the ball? His low decision attribute also raises some cause for concern to me.
Should I be concerned about this, or should his already-established class attributes counter the problem?

Newgens are getting better, but they aren't there yet and not perfect by any means. Attributes are better balanced than ever before with newgens though.
I tend to agree with you, but perhaps the technique part isn't trained well in the past etc. There could be numerous causes, but set him on high technical training and see if it rises quikly.

Apparently dribbling and technique are not linked, the question is if they should be. I'd say at least for a part yes. You could post this in the general questions forum.

I bet techniqe refers to their ability to strike the ball, not dribble with it. It would explain why both have bad to decent long shots, but Binder does cross well...
