Depends, I know that for the Olympics you can field some over age players. Judging by the date on the pic that would be around the time of the qualifiers . Possibly they allow older players in the quals too.

the under 23's are allowed to field 2 players over that age. Chris sutton turned it down before and had a big kick off with the FA but englands under 23's was called england b team even though they was only alllowed under 23's mainly
