Yes.

Personally, if a scout gave a player four or five stars I would try to sign him even if he had bad stats. Scouts seem to be pretty good at unearthing players and sometimes stats can be deceiving.
That doesn't mean you should totally ignore gut instincts either, if you have seen a player play well against you and you're convinced he can do the job, go for him even if your scouts think he'll be crap.
For guide lines, there is a documentation on all this on Sigames download page (I think) It is very comprehensive and explains a lot. But other than that KUTGW!
Personally, I always go for interested only (except transfer list which gets circulated to every manager). I consider it to be the player's agent getting in touch.
However, I don't think anyone could argue it was a crime to do it your way.
