If a player has U21 caps for one country but has a second nationality can he be called up to the full national team of his 2nd nation?

No. If the player is capped only at U19 level, however, he can be called up for his second nation.

no you can play for your second country if you have had under 21 caps i think. i think you play more than 8 or so for under 21's then you cant.
