No, that is set by their creativity stat, not instructions.
I mean, i don;t have a single player in my team who i don't want to, inside my tactical framework, act creatively and look to set up a chance... However, i do have players who i want to stick to their job (create chances only when the situation is right) and others who i want to break the rules and run the game... Hense creative freedom.
