You should be very careful how you use the target man option because it all depends on certain attributes. Let me explain :
1 striker system using target man
For this you have to decide what kind of target man you want to deploy and this depends on the strength of your midfielders. If you have midfielders with good pace and finishing and a striker with plenty heading/jumping/strength then set your target man supply (to head) and your attacking midfielders to forward runs often and you should get plenty of goal scoring opportunities for your midfielders (helps if they have good (off the ball) attribute)
If your striker has good pace, first touch and finishing then you could set the supply (to feet) and get your midfielders to supply plenty of through balls.
2 striker system using target man
For this there are many possibilities and these depend on your strikers attributes.
For an effective partnership similar to the Neil Quinn/Kevin Philips you will need a lanky striker with good heading/jumping and a little striker with good pace, off the ball and finishing.
So in essence.. before you even do the target man setup, review the best qualities of each striker and then decide on the system.

I forgot to add that if you choose to go for the 1 man up front and supply to head then get him to also hold up the ball as this will give your midfielders enough time to get in to good attacking positions. Also get your target man to stick to short passes. The idea here is that your striker will provide plenty of nock ons if he's receiving high balls.
