I think that in CM3 stadium expansion were pretty easy to get once you had the money. Although IRL not that many expansions are done. Maybe they wanted to make it more realistic and tough to get your stadium expanded and thus make the game more realistic.
On the other hand, I don't think many people have achieved such superb results in CM4 as they did at the end of the reign of CM3.
About the requirements in league football in England, I don't have a clue, but I'm sure some Englishman could help you out with that info.

The minimum requirement for Football League entry is indeed a 6000 capacity with 1000 seats. This is the reason why Stevenage, Kidderminster & Macclesfield have been denied promotion in the past.
then why am i playing in the 1st division with a capacity of just 4,106 and only 750 seats, surely this needs to be looked into, you should be able to increase the stadium yourself i think. (if you have got the money to do so of course)
i have this same problem with training facilities. premiership side now and still 'awful facilties', however my ground has been expanded, it even tells you the date the work shall be finished!
i agree you should be able to set ticket prices for each stand or at least see what they are, and why cant we make own improvements to our stadium every other management game does so why not championship manager?
